SUBJECT: Construction of 1,000 - Man Internment Camp - Camp Atterbury

TO:            The Division Engineer

                  CINCINNATI, OHIO

1.  You are authorized to proceed immediately with the construction of a 3,000-Man Internment Camp at Camp Atterbury, Indiana, in accordance with enclosed Building Schedule, dated September 23, 1942. (Incl. #1)

2.  Locally prepared layout plan will conform with typical layout for a 3,000-Man Internment Cam, Plan No. 614-140 (Incl. #2), as nearly as possible.  It is to be noted that all of the buildings indicated on the layout are not included in the building schedule.  Only these facilities as shown on the building schedule are to be constructed.  The hospital compound as shown on the typical layout will not be constructed.  If any deviation from the typical layout is made with reference to the location of buildings and fencing of the compound, in adapting layout to local terrain, fences should be straight between towers, and buildings should be located as not to be in the line of fire that may be directed along the fence lines.  Three (3) copies of the final layout, as approved by the Commanding General, Fifth Service Command, will be forwarded to this office without delay, but initiation of construction will not be delayed during review of the layout by the Chief of Engineers.

3.  Infirmaries, as shown on enclosed building schedule, will be the only hospital facilities provided within the compound.  Building schedule for hospital facilities to be located adjacent to the station hospital will be forwarded under separate cover.

4.  The work is to be completed on or before December 15, 1942.

5  A.  Coal will be used for space heating, cooking, and hot water heating.

    B.  This office is taking action to expedite the purchase and delivery of Government-procured equipment, as outlined in Circular Letter No. 1587, paragraph 4a.

6.  The work does not involve acquisition of land.

7.  For the initiation of the work herein authorized, funds available to the District Engineer, Louisville, Kentucky, under Project 220 - Ground Troop Facilities, Engineer Service, Army, 1942-3, Army be utilized on the amount of $500,000.  Additional funds will be provided upon receipt of field estimate of costs.  Additional funds in the amount of $10,000 are being authorized for expenditures by the Chief Signal Officer for telephone and telegraph installations in connection with this work.
