ORDERS FOR CAMP GUARD

1.  The following tentative orders and instructions for the camp guard are published for the information and guidance of all concerned.

     a.  In order to facilitate clarity in orders and in designation of areas, the following nomenclature is used:

     "Camp" refers to the area occupied by the Camp Atterbury Internment Camp
     "Post" refers to the entire area of Camp Atterbury
     "South Patrol Road" refers to that part of 31st Street between East Patrol Road and West Patrol Road
     "Prisoner, E. M." refers to enlisted men of the Military Escort Guard Companies undergoing confinement
     "Prisoners, P. W." refers to Prisoners of War who are undergoing confinement on orders of the Camp Commander in counter-distinction to those under general confinement on order of the War Department.

b.  In accordance with authority contained in par. 8, AR 210-10 and Field Manual 26-5, "Interior Guard Duty", the Camp Guard will consist of the Camp Interior Guard and the Military Police Escort Companies.

c.  The respective Battalion Commander is charged with the security of all his Prisoners of War employed in areas outside the Stockade.

d.  The Camp Interior Guard is charged with the security of all Prisoners of War within the Stockade.

e.  Firearms within the Stockade is prohibited except for the use of the Tower Man in Tower #6.

SECTION 1
GENERAL INSTRUCTIONS FOR THE CAMP INTERIOR GUARD

1.  Copies of these regulations, Field Manual 26-5, "interior Guard Duty", Field Manual 27-10, "Rules of Land Warfare", and tentative regulations, "Civilian Enemy Aliens and Prisoners of War", published by the Provost Marshal General, will be appropriately marked, issued and maintained at the Guard House at all times.

2.  The performance of Guard duty and the ceremony of guard mounting will be in accordance with Field Manual 26-5, and the arrest, confinement, control and management of prisoners in accordance with AR 600-355 and AR 600-375.

3.  Guard mounting will be as prescribed by the Camp Commander.

4.  The Camp Interior Guard will consist of the following:
1 - Officer of the Day
1 - Commander of the Guard
1 - Sergeant of the Guard
3 - Corporals of the Guard
     Privates of the Guard (to be announced later)
1 - Bugler of the Guard
     Tower Men (to be announced later)

5.  The interior guard normally will be furnished by the three Military Police Escort Companies as detailed daily byt his Headquarters.

6.  When formal guard mounting is prescribed all buglers except the bugler on guard will attend this formation.  The adjutant and sergeant major will be detailed by this headquarters.

7.  All members of the interior guard except the Officer of the Day will sleep at the Guard House.

8.  Two reconnaissance cars with two chauffeurs each will be furnished daily from the Post Motor Pool.  These vehicles will remain at the Guard House 24 hours per day for the purpose of emergency calls.

SECTION II
SPECIAL ORDERS FOR OFFICERS AND NON-COMMISSIONED OFFICER OF THE INTERIOR GUARD

THE OFFICER OF THE DAY

1.  The general duties of the Officer of the Day are prescribed in FM 26-5.

2.  The old and new Officers of the Day will report to the Executive Officer or Adjutant, or in their absence, to the Camp Commander immediately after guard mount.

3.  The duties of the Officer of the Day in connection with the Guard are paramount during his tour.  He will remain in Camp during his tour of duty.

4.  A book will be provided in which the Officer of the Day will enter his address and the telephone numbers at which he can be located during the tour.

5.  In cases of emergency, until the arrival of the Senior Officer in Camp, the Officer of the Day, if necessary, may direct the operations of the Military Police Escort Guard Companies.

6.  The Officer of the Day during his tour will inspect the guard, sentries, tower men, guard house, barracks of the Prisoners of War, verify the number of Prisoners P.W. (in accordance with the provisions of FM 26-5, "Interior Guard Duty", and receive the reports of the Prisoner of War Companies at reveille, retreat and taps.

7.  He will make at least one inspection of sentries in the morning and at least one in the afternoon.

8.  He will include the Special Post at the Hospital, when posted, in his plan of inspection and will see that it is properly instructed, armed, posted and relieved in accordance with instructions

9.  The Officer of the Day will see that vehicles furnished the Interior Guard are inspected at the time of reporting and at the conclusion of tour.  He will investigate and report any damage to vehicles..

10.  The Officer of the Day will inspect the Camp telephone central and auxiliary lighting system between midnight and reveille.

11.  The Officer of the Day will be armed with a pistol except when inside the Stockade.

12.  The Officer of the Day will insure that members of the Camp Interior Guard are thoroughly instructed in camp Regulations, which prohibit any firearms inside the Stockade, and Camp regulations relative to Fire Drill.

THE COMMANDER OF THE INTERIOR GUARD

13.  The general duties of the Commander of the Interior Guard are prescribed in FM 26-5.

14.  The Commander of the Interior Guard will insure that sentries do not carry a round of ammunition in the chambers of their pistols or riot guns, and that sentries are properly instructed in the use of the weapon with which they are armed.

15.  The Commander of the Interior Guard will require a non-commissioned officer to thoroughly search all prisoners returning from work before they are admitted to the Stockade.  Contraband articles will be confiscated and turned over to the receiving Officer.  Non-commissioned Officers will be selected by their respective Battalion Commanders and will report to the Commander of the Guard when the prisoners return to the Stockade in large groups to assist him in this work.

16.  The Commander of the Interior Guard will be responsible that the flag is raised at reveille and lowered at retreat in accordance with existing regulations.

17.  When the Special Post at the Hospital is posted he will insure that the sentries are properly armed, instructed and inspected.

THE SERGEANT OF THE INTERIOR GUARD

18.  The general duties of the Sergeant of the Guard are prescribed bin FM 26-5, "Interior Guard Duty".

19.  He will detail Interior Guards from proper relief's.

20.  He will insure that the Interior Guards are properly instructed in their duties, properly armed, and equipped with ammunition.

21. He will insure that members of the Interior Guard are sent to meals and returned to the guard house at the proper time.

22.  He will insure that sentinels and tower men are posted in accordance wit the following schedule:

23.  He will keep the Guard House and its immediate vicinity properly policed at all times.

24.  He will have the bedding of the Interior Guards aired on Mondays and Fridays weather permitting.

25.  He will prohibit loitering or lounging on the porch or steps of the Guard House.

26.  He will report immediately to the responsible officer any unsecured or unlocked doors and windows of warehouses, tool houses, shops, exchanges or similar buildings, after those buildings have been closed for the day.

27.  He will report to the Commander of the Interior Guard any shortage or damage to equipment charged tot he Interior Guard.

28.  He will keep locked all gates to or in the Stockade at al times unless otherwise ordered.

THE CORPORAL OF THE INTERIOR GUARD

29.  The general duties of the Corporal of the Interior Guard are prescribed in FM 26-5, "Interior Guard Duty".

30.  He will call the telephone operator once each hour between midnight and reveille and report to the Commander of the Interior Guard if no response is received.

31.  He will see that sentries refrain from carrying a loaded round within the chambers of their pistols or shotguns.

32.  The Corporal of the relief in charge of the flag detail Retreat and Reveille is responsible that the raising and lowering of the flag is properly executed and that it is properly folded.

33.  He will see that the ropes on the flagpole are secured to the hooks in the ground provided for that purpose.

34.  The Corporal of the relief on duty will keep a record of phone calls of sentries and report to the Commander of the Interior Guard for investigation, if calls are off schedule.

SECTION III
SPECIAL ORDERS FOR SENTINELS, TOWER MEN, BUGLERS AND 
CHAUFFEURS OF THE INTERIOR GUARD

1.  The following posts will be manned daily for periods of  twenty-four hours. 
The general orders for buglers and privates of the Camp Interior guard are as
prescribed in FM 26-5.

POST NUMBER ONE

1.  Post  Number One extends across the West, North and South side of the guard house.  From retreat to reveille, to walk completely around the guard house, keeping the guard house on the left.

2.  To prevent any unauthorized vehicle from crossing the intersection of EAST Patrol Road and the road leading due East from Gate No. 1.

3.  For other orders that apply to this post see FM 26-5, "Interior Guard Duty".

POST NUMBER TWO

1.  Post Number Two is at Gate Number One.

2.  To allow no one to pass through this gate either way without proper authority.

3.  To allow no one to enter this gate carrying firearms.

4.  To allow no prisoner of war to escape.

5.  To challenge all persons who approach within 50 feet of the fence and to permit no one to trespass within that space.

6.  To allow no one to communicate with nor to pass articles to prisoners.

7.  To allow no prisoner to communicate with nor pass articles to any person.

8.  To call the Corporal of the Guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by my instructions.

POST NUMBER THREE

1.  Post Number Three extends along the East side of the Stockade fence from the boundary of Compound Number One and Compound Number Two on the South to the boundary of Compound Number Two and Compound Number Three on the North.

2. To allow no on to enter or leave the Stockade through this fence.

3.  To allow no prisoner to escape.

4. From retreat to reveille to inspect the doors and windows of the tool house hourly and to call the Corporal of the guard if any are found opened or unlocked.

5.  To prevent any unauthorized vehicle passing along East Patrol Road.

6.  To challenge all persons who approach within 50 feet of the fence and to permit no one to trespass within that space.

7.  To allow no one to communicate with nor to pass articles to prisoners.

8.  To allow no prisoner to communicate with nor to pass articles to any person.

9.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER FOUR

1.  Post Number Four extends along the East side of the Stockade fence from the boundary between Compound Number One and Compound Number Two to Tower Number Two, thence Westward to a point South of the Stockade fence just South of the mess hall of Prisoner of War Company Number One.

2. To allow no on to enter or leave the Stockade through this fence.

3.  To allow no prisoner to escape.

4.  To prevent any unauthorized vehicle passing along East Patrol Road or South Patrol Road.

5.  To challenge all persons who approach within 50 feet of the fence and to permit no one to trespass within that space.

6.  To allow no one to communicate with nor to pass articles to prisoners.

7.  To allow no prisoner to communicate with nor to pass articles to any person.

8.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER FIVE

1.  Post Number Five extends along the South side of the Stockade fence from a point due South of the mess hall of Prisoner of War Company Number Two, thence West to Tower Number Four.

5.  To challenge all persons who approach within 50 feet of the fence and to permit no one to trespass within that space.

7.  To allow no prisoner to communicate with nor to pass articles to any person.

8.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER NINE

1.  Post Number Nine extends along the North side of the Stockade fence from a point due North of mess hall of Prisoner of War Company Number Eleven thence East to Tower Number Nine, thence South along the East side of the Stockade fence to the boundary between Compound Number Two and Compound Number Three.

2. To allow no on to enter or leave the Stockade through this fence.

3.  To allow no prisoner to escape.

4.  To prevent any unauthorized vehicle passing along North Patrol Road.

5.  To challenge all persons who approach within 50 feet of the fence and to permit no one to trespass within that space.

6.  To allow no one to communicate with nor to pass articles to prisoners.

7.  To allow no prisoner to communicate with nor to pass articles to any person.

POST NUMBER TEN

1.  Post Number Ten extends from the junction of 31st Street and Garrison Road to the junction of 31st Street and Cook Road, thence due North along the latter road to the junction of Cook Road and Mills Road, thence West to the junction of Garrison Road and Mills Road, thence South to the junction of Garrison Road and 31st Street.

2.  From retreat to reveille to inspect the doors and windows  of the warehouse hourly and to call the Corporal of the Guard if any are found opened or unlocked.

3.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER ELEVEN

1.  Post Number Eleven extends East along the South side of the Camp Exchange, thence North between the officer's Quarters and Officer's Latrine, thence West between the Officer's Quarters to Garrison Road, thence South to the South side of the Camp Exchange.

2.  From 10 P.M. to reveille to inspect the doors and windows of the Camp Exchange hourly and to call the Corporal of the Guard if any are found opened or unlocked.

3.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER TWELVE

1.  Post Number Twelve is at the intersection of 31st Street and Garrison Road.

2.  To prevent any unauthorized vehicles to pass along 31st Street, West of the intersection of Garrison Road and 31st Street.

3.  To call the Corporal of the guard in the event of any disturbance near my post, apprehension of a suspicious person, or any other case not covered by instructions.

POST NUMBER THIRTEEN

1.  Post Number Thirteen is located at the Post Hospital.

2.  Special orders will be issued to the sentry or sentries there as the situation requires.

TOWERS
NUMBER ONE TO NINE INCLUSIVE

1.  To remain constantly on the alert during their tour of duty to prevent any attempt by Prisoners of War to escape.

2.  To retract ladders to the towers at all times except when actually being used for access or exit by authorized persons.

3.  To keep machine guns laid, when not in use, so that they will be able to enfilade the areas along the fence extending from their respective towers.

4.  To be ever watchful of the prescribed signals from sentries patrolling on the ground to avoid mistaking them for Prisoners of War.

5. To signal all sentries as they pass their respective towers wit the prescribed "All's Well" signal.

BUGLERS OF THE INTERIOR GUARD

1.  To be at the Guard House at all times except when sounding calls or at meals.

2. To sound all call at the Guard House except the "March", Reveille, Assembly for Reveille, and the calls pertaining to Retreat which will be sounded at the flag pole.

CHAUFFEURS AND ASS'T CHAUFFEURS OF THE INTERIOR GUARD

1.  To remain at the Guard House at all times except when at meals or on a duty patrol.

2.  To keep my car in good condition at all times and to see that the lights are in order.

3.  To fill the gas tank before the gas stations are closed so that the cars ma be operated throughout the night without refilling.

4.  To report any defect in my car or damage to it to the Commander of the Guard.

5.  To divide the 24 hour tour so that the chauffeur is on duty 12 hours and the assistant chauffeur is on duty 12 hours.

1.  ORGANIZATION

     a. For the purpose of administrating and discipline the Military Police
Escort Companies and Prisoner of War Companies will be organized as
Provisional Battalions as follows:

2.  GENERAL FUNCTIONS 

     a.  Company Commanders are responsible that all prisoners are acquainted with pertinent provisions of these regulations, which will be posted on bulletin boards so that all prisoners may read them

    b.  The Camp Interior Guard under the Officer of the Day and the Commander of the Guard is responsible for the Security of the Prisoners of War while in the Stockade.

     c.  Respective Battalion Commanders are responsible for the security  and discipline of his Prisoners of War when turned out for work outside of the stockade.

     d.  Company Commanders will be responsible for the general discipline of his respective prisoners.  He will make frequent inspections to assure himself that Camp Regulations are being enforced in accordance with well established principals of security, discipline, cleanliness, efficiency and humanity.

     e.  The number of Prisoners of War to work outside of the stockade and method of employment will be detailed daily by Camp Headquarters.  In so far as practicable guards for Prisoners of War and Prisoners of War will be detailed from the same Battalion.

     f.  In marching prisoners out of the Stockade for work the prisoners will be checked for name and serial number, as the prisoners pass out of the main gate, by a non-commissioned officer of their respective battalion, while a non-commissioned officer of the Camp Interior Guard will check the prisoners according to company and number.

3.  SAFEGUARDING PRISONERS

     a.  When in the Stockade prisoners will be kept locked within their respective compound areas, except when permitted in the Recreation Area or during Fire Drill.

     b.  Loitering in the vicinity of the Stockade gates or within twelve feet of the inside stockade fence is prohibited.

     c.  Conversing with prisoners is prohibited to all enlisted men except the members of the Interior Guard and the Military Police Escort Guard Companies in the proper execution of their duties.  Fraternizing is prohibited.

     d.  In case of fire in the stockade area all interior gates will be unlocked by the Camp Interior Guard and all prisoners will double time to the recreation area where they will be formed according to companies in the area due West of their respective Compound Area.  The Commander of the Guard will double his sentries on Posts Number five, six, seven and eight.  All officers in camp assigned to organizations except the Officer of the Day, Commander of the Guard and Ass't Fire Marshal, will report to the Recreation Area and take command of their respective organizations.

4.  GENERAL INSTRUCTIONS FOR PRISONERS

     a.  Gambling is prohibited.

     b.  Shouting aloud and boisterous talking is forbidden.

     c.  Bedding will be aired outdoors on Mondays and Fridays, weather permitting.

     d.  Prisoners will bathe daily.

     e.  Prisoners who apply to be entered on the sick report, will be reported by their company commander to the surgeon at sick call.

     f.  Prisoners enroute to or from work outside of the stockade are forbidden to remove any part of their uniform, which they wore, when they left the stockade.

     g.  Prisoners are forbidden to smoke while lying on their bunks.

5.  SPECIAL ORDERS FOR PRISONER GUARDS

     a.  To learn the serial number and names of my prisoners.

     b.  To see that all tools taken from the Stockade by my detail are returned i good condition.

     c.  To no quit my weapon.

     d.  To no allow prisoners to escape.

     e.  To not allow prisoners to place themselves in position to attack me or other sentries (closer than six paces); nor to allow them out of sight or beyond effective range (fifteen paces).

     f.  When on a vehicle with prisoners to seat them at the back of the vehicle on seats on one side and to then sit in the front of the vehicle on the seat at opposite side facing prisoners at all times.  When truck is loaded, sentry and prisoners will be seated on the load in the same relative positions.  No prisoner will ride on running board of any vehicle.

     g.  To not sit down while guarding prisoners, except when riding on a vehicle.

     h.  To march prisoners at quick time, at attention, at all times except when going for a drink of water, or to the latrine, when I will double time prisoners to and from the place of water or latrine.

     i.  To see that prisoners perform the desired work properly and satisfactorily.

     j.  To report at once to proper authority if any prisoner refuses to obey any orders.

     k.  To not smoke nor allow prisoners to smoke.

     l.  To not allow prisoners to loiter or talk to any one except in the line of duty.

     m.  To not allow prisoners to enter any barracks or other building except in the line of duty.

     n.  In case of emergency to report at once the circumstances by quickest means to the proper authority.

     o.  To not release a prisoner except on order of proper authority.

     p.  To be watchful especially for any signs or signals between my prisoners and persons.

     q.  To arrest any person who attempts to signal or gibe any article whatsoever to my prisoners or accepts any article from a prisoner.

     r.  To arrest any person who talks to a prisoner.

     s.  To no allow any person or vehicle to pass between myself and a prisoner.

     t.  To prohibit prisoners from removing  clothing enroute to and from stockade and from and to work assignment.

     u.  While outside stockade to prohibit prisoners form collecting in groups except in march formations.

     v.  To call "Halt" twice, if a prisoner attempts to escape, and if he fails to halt and there is no other means of preventing his escape, to fire at the prisoner.

     w.  To observe the usual military courtesies.

     x.  To call to attention, before saluting, prisoners who are not actually at work.

1.  Procedure in connection with the flag will be in accordance with the following:

2.  REVEILLE:  The flag will be hoisted at the sounding of the first note of the MARCH.

3.  RETREAT:  The flag will be started slowly down at the sounding of the last note of RETREAT, after which the field music will sound TO THE COLORS.  Lowering the flag will be so regulated as to complete at the last note of TO THE COLORS.

4.  The Commander of the Interior Guard will be responsible that the flag is raised, lowered, folded and stored in the proper manner, and that the color guard and field music personnel execute their required functions in accordance with existing regulations

Section I

CAMP GUARD ORDERS

(The following instructions are added and will be attached to copies of General Orders No. 2, this headquarters)

GENERAL INSTRUCTIONS FOR THE CAMP INTERIOR GUARD

9.  All persons are prohibited from entering the Stockade Area except the Post Commander, the Camp Commander, Camp Officers, and Enlisted Men of the Camp Guard.

10.  Company Commanders will have a report made as to the status of their respective company at Reveille, Retreat and Taps to the Officer of the Day, who will station himself on Mills Road midway between East Patrol Road and Garrison Road.

11. Unless specified otherwise, all posts will be manned between Retreat and Reveille (two sentries at each tower station) and all tower stations and Posts numbered one, two and twelve will be manned with one sentry between reveille and retreat.

12.  Challenge hours will be as specified by Camp Headquarters.

13.  Unless specified otherwise towers will be manned with one machine gun and two rifles.

14.  All towers will be equipped with bulletin boards, on which will be placed orders for each tower, camp signals, and a map showing Camp Guard Posts.

15.  All sentries on posts other than the tower stations will be provided with a card on which will be printed the Camp Signals.

16.  The "All's Well" signal will be announced daily by Camp Headquarters.

17.  In addition to the prescribed armament all sentries will be provided with whistles.

18.  All walking sentries in the Stockade Area will be accompanied by a sentry dog.

19.  All vehicles authorized and entering the Stockade Area will execute the prescribed "All's Well" signal by flashing their headlights frequently while in motion.

Section VII

CAMP GUARD ORDERS

(The following instructions are added and will be attached to copies of General Orders No. 2, this headquarters)

SECTION VII
CAMP SIGNALS

1.  General
a.  Guards will fire their pieces in case of fire, attempt at escape, escape, or any disturbance by the Prisoners of War, such as mob action, etc.

b.  Buglers will sound "Fire Call" in case of fire and "To Arms" in case of any emergency.

c.  Towermen will test telephones with guard switchboard as prescribed on Tower Bulletin Boards.

d.  Towermen will focus searchlight on area where emergency exists.

e.  Towermen will focus searchlight on their adjacent sentries twice in every hour.

f.  Sentries will reply to Towerman searchlight signals by giving the "All's Well" flashlight signal (three short flashes).

g.  Sentries will be provided with a card setting forth the signals described below. These cards will be turned in at the completion of their tour of duty.

h.  These signals will be posted on Tower Bulletin Boards.

2.  Siren Signals
a.  Classification
     (1).  Siren signals will be classified as "LONG" ( 5 seconds), and "SHORT" ( 2 seconds).

b.  Fire
     Two long blasts of siren.  This signal will be repeated three times.

c.  Escape, Attempt at Escape, or Disturbance
     Three long blasts of siren.  This signal will be repeated three times.

d.  Alert
     Two short blasts repeated three times.

e.  Double the Guard (Establishing the Guard prescribed for the normal night guard)
     One short blast followed by a long blast.  This signal will be repeated three times.

f.  All Clear
     One long blast (This blast will continue for 10 seconds).

3.  Whistle Signals
a.  Fire
     Two blasts on the whistle, repeated three times.

b.  Escape, Attempt at Escape or Disturbance
     Three blasts on the whistle, repeated three times.

4. Hand Signals
a.  Fire
     Horizontal arc with right arm extended to the right.

b.  Escape, Attempt at Escape or Disturbance.
     Vertical arc with right arm extended to the right.

c.  Suspicious Person Observed.
     Vertical circle on front of body with right arm.

5.  Flash Light Signals
a.  Fire
     Horizontal arc with right arm extended to the right.

b.  Escape, Attempt at Escape or Disturbance.
