1.  Administration

     a.  In order to facilitate clarity in orders the following nomenclature is used:
          "Post" refers to the entire command at Camp Atterbury.
          "Camp" refers to the command of the 1537th Service Unit.

     b.  The provisions of G. O. #20, Headquarters Camp Atterbury, Indiana, }"Post Regulations", dated October 1st, 1942 and War Department Regulations, "Civilian Enemy Aliens and Prisoners of War" will be rigidly adhered to and enforced.

2.  Civilian Agencies of the Government

     a.  Official dealings with civilian agencies of the Government are forbidden except through the camp Commander or Camp Executive.

3.  Complaints of Prisoners of War

     a.  Company Commanders will submit at once to this headquarters any complaints received from Prisoners of War.

4. Duty Officer

    a.  The officer detailed by this headquarters as Camp Duty Officer will remain on duty at Camp Headquarters for twenty-four hours.

5. Employment of Prisoners of War

     a.  In general Prisoners of War bill be employed ont he following kinds of work:

     b.  Prisoners of War will be employed only on work as directed by this Headquarters.

     c.  In assigning work to Prisoners of War, non-commissioned officers will be employed in the capacity of supervisors.

 

6.  Files

     a.  In addition to the files prescribed by regulations each company will keep a double card file on each Prisoner of War.  One file will list the individual alphabetically by name, including nationality, home address, person to be notified in case of emergency, grade, date of birth, civilian occupation, military specialty, record of punishment, and serial number.  The other file will contain the same data, except the file will list the individual alphabetically by civilian occupation.

7.  Firearms

     a.  No person bearing firearms will enter the Stockade.

8.  Fire Drill

     a.  Fire Drill will be held every Sunday.  This drill will be ordered by the Fire Marshal who will notify the Officer of the Day prior to the time it is to be held.  The Fire Marshal or his Assistant will attend these drills unless excused by this Headquarters.  For regulations on fire drills, see Camp Guard Orders.

9.  Formations

     a.  Prisoner of War Company Commanders will have a check made by their men art Reveille, Retreat and Taps, when a report will be made to the Officer of the Day.

     b.  At the Retreat formation, Battalions will form in their respective Compound Areas in line East of their Battalion Administration Buildings and facing East toward the flag pole.

10.  Funds

     a.  All funds will be audited monthly.  Funds of the 1st Battalion will be audited by the Co. O. of the 2nd Battalion, the funds of the 2nd Battalion by the C. O. of the 3rd Battalion, the funds of the 3rd Battalion by the C. O. of the 1st Battalion, and the funds of the Camp Headquarters and miscellaneous funds by the Camp Executive.  Special attention is invited to G. O. #20, Post Headquarters, dated October 1st, 1942, on this subject.

11.  Information for Prisoners of War

     a.  Prisoner of War Company Commanders will place in a conspicuous place on company bulletin boards all information which is required by regulations to be shown Prisoners of War.

Inspections

     a.  Prisoner of War Company Commanders will inspect daily their barracks to insure that screens, windows and doors are in good order and that no forbidden articles are contained therein.

     b.  A sanitary inspection by the surgeon will be made of the entire Camp by the Surgeon, accompanied by Battalion Commanders monthly. The date and time for this inspection will be announced by this Headquarters.

13.  Leaders

     a.  Prisoner of War Leaders will be selected according to rank.

14.  Lighting System (Auxiliary)

     a.  The auxiliary lighting system will be turned on for a period of five minutes every Monday night immediately after dark.  This will be ordered by the Duty Officer at Camp Headquarters, who will inspect and report immediately any defect to the Post electrician.

15.  Mail

     a.  All mail, except that of the Prisoners of War, will be handled under the Administrative and Personnel Division.

     b.  All Prisoners of War mail will be under the control of the Internal Security and Intelligence Division.

16.  Money and Effects

     a.  Receivable money and effects of Prisoners of War will be turned in to the Camp Personnel Adjutant on arrival at a Prisoner of War Camp.

17.  Numbering of Prisoner of War.

     a.  Prisoner of War Company Commanders will report at once any Prisoner or War who is received in this Camp without a number.

18.  Officers Reporting for Duty

     a.  Officers reporting for duty will read and familiarize themselves with the following regulations and on completion of same will furnish the Camp Adjutant with a certificate to that effect.  After ample time has been afforded officers for accomplishing this an examination will be given.

19.  Organization (Including Camp Staff and Staff Duties)

     a.  To facilitate administrating, training, guarding and disciplining, the 1537th Service Unit is organized as follows:

20.  Off Limits

     a.  All enlisted men are prohibited from entering the Camp Warehouse, the Camp Tool House and the Stockade except in a duty capacity.

21.  Parking of Cars

     a.  The parking of private cars West of Garrison Road is forbidden.

22.  Pay of Prisoners of War

     a.  For the purpose of computing pay Prisoner of War Company Commanders will report daily to this headquarters to what class of work individual prisoners were assigned to for the previous day.

23.  Physical Welfare

     a.  All enlisted men and Prisoners of War on arrival in Camp will be given a physical examination at once.  It will be a function of Company Commanders that these men are reported to the Surgeon.

     b.  Al enlisted men and Prisoners of War will be inspected physically once a month.  Dates and time for these inspections will be announced by this Headquarters.

     c.  Company Commanders will report to this headquarters any soldier or Prisoner of War who, on arrival at Camp, has not had the prescribed inoculations and vaccinations.

     d.  All enlisted men and Prisoners of War employed as food handlers will take a Wasserman test.  Company Commanders contemplating using men for this purpose, will arrange with the Surgeon the date and time for the test.

24.  Punishment of Prisoners of War

     a.  Unless an extreme emergency requires it, punishment will not be inflicted upon any Prisoner of War unless authorized by this headquarters.

25.  Safes

     a.  Combinations to all safes, except organizational equipment, will be placed in a sealed envelope, properly identified and turned over to the Camp Adjutant, who in turn will forward it to the Post Adjutant.

26. Tools

     a.  Tools will be left in the hands of Prisoners of War only during working hours.

27.  Training of Enlisted Men

     a.  All enlisted men, when reporting for duty at this Camp, will be given a course by Company Commanders which will include instruction in the Regulations, which pertain to the status of a Prisoner of War, the relationship between an enlisted man and a Prisoner of War, and the insignia of rank of the Army of the Prisoner of War.

28.  Training of Prisoners of War

     a.  Immediately after a Prisoner of War arrives in Camp he will be given a basic course, which for the most part will include courtesies and English.  This course will include training in recognizing the national Anthem, "To the Colors", Bugle calls, and insignia of rank; understanding and executing the commands, "Halt, Attention, At Ease, Rest, Fall In, Fall Out, Right Face, Left Face, About Face, Forward March, To the Rear march, Hands Up, Hands Down, Close Up, Hats Off, and Same Thing".  The latter command will be used when it is desired that a Prisoner of War obey a verbal order, which the person issuing the order cannot express in the language of the Prisoner of War but can illustrate what he desires, by his own actions.  In this way the understanding of many verbal orders can be conveyed to a foreign Prisoner of War.  As an illustration, if a sentinel wishing to give an order to a Prisoner of War to pick up some scraps of paper abound the barracks, he conveys the order to the prisoner by picking up one paper scrap simultaneously giving the order, "Same Thing".

29.  Visitors of Prisoners of War

     a.  Prisoners of War will be refused any visitors unless authorized by the Camp Commander, including ministers and representatives of recognized international organizations.

30.  Washing of Clothes

     a.  the washing of Prisoner of War clothes with Purex or any other bleaching process is strictly forbidden.

3.  calls will be sounded from the Bugler Station.

4.  Uniform for Reveille will be same as required for the duties of that day.  Uniform for evening meal will be the regular prescribed uniforms.

5.  All Enlisted Men and Prisoners of War, unless excused by proper authority, will stand Retreat Formation.

6.  Retreat formation will be eliminated on Saturdays, Sundays and Holidays.
